[뉴스핌=고인원 기자] 미국 연방준비제도이사회(FRB)는 30일 세계 주요 5개국 중앙은행과의 달러 유동성 스왑 금리를 인하하기로 30일(현지시간) 합의했다.
이로써 연준과 유럽중앙은행(ECB), 영란은행(BoE), 일본은행(BOJ), 스위스중앙은행(SNB), 캐나다중앙은행(BOC) 간의 1일물 달러 스왑 금리는 기존 100bp에서 50bp로 낮아졌다.
다음은 유럽중앙은행(ECB)이 발표한 중앙은행들 간 성명서 전문이다.
"연준과 유럽중앙은행(ECB), 영란은행(BOE), 일본은행(BOJ), 스위스중앙은행, 캐나다중앙은행은 세계 금융 시장에 유동성을 확대 지급하는 데 합의했다. 이번 조치의 목적은 금융시장의 경색을 해소하고, 이를 통해 가계와 기업에 대한 신용 공급 경색을 완화해 경기활동이 활성화 되도록 돕는 것이다.
중앙은행은 달러 유동성 스왑금리를 50bp 인하함으로써, 중앙 은행들 간의 1일물 달러 스왑 금리를 50bp로 낮추고, 운용 기한을 2013년 2월1일까지 연장키로 합의했다.또한 유럽중앙은행(ECB), 영란은행(BOE), 일본은행(BOJ), 스위스중앙은행은 추가 통보가 있기 전까지 3개월물 입찰(three-month tenders)를 계속해 나갈 것이다.
중앙은행들은 또한 유동성 공급을 위해 임시 양자간 스왑 개설에 합의했으며, 미국 달러화 이외의 자국통화 유동성 공급은 현재로써는 필요하지 않은 것으로 판단된다. 이번 조치는 유동성 공급이 필요할때 재빨리 공급될 수 있도록 신중하게 내린 결정이다"
"The Bank of Canada, the Bank of England, the Bank of Japan, the European Central Bank, the Federal Reserve and the Swiss National Bank are today announcing coordinated actions to enhance their capacity to provide liquidity support to the global financial system. The purpose of these actions is to ease strains in financial markets and thereby mitigate the effects of such strains on the supply of credit to households and businesses and so help foster economic activity.
These central banks have agreed to lower the pricing on the existing temporary US dollar liquidity swap arrangements by 50 basis points so that the new rate will be the US dollar Overnight Index Swap (OIS) rate plus 50 basis points. This pricing will be applied to all operations conducted from 5 December 2011. The authorisation of these swap arrangements has been extended to 1 February 2013. In addition, the Bank of England, the Bank of Japan, the European Central Bank, and the Swiss National Bank will continue to offer three-month tenders until further notice.
As a contingency measure, these central banks have also agreed to establish temporary bilateral liquidity swap arrangements so that liquidity can be provided in each jurisdiction in any of their currencies should market conditions so warrant.
At present, there is no need to offer liquidity in non-domestic currencies other than the US dollar, but the central banks judge it prudent to make the necessary arrangements so that liquidity support operations could be put into place quickly should the need arise. These swap lines are authorised through 1 February 2013."
